Now, the environmental protection department of Zhuzhou City, Hunan Province has found a solution - taking the lead in the province in using the "Internet plus" method to monitor the operation of environmental protection facilities of enterprises in real time through the change of power consumption.

It is reported that in order to evade law enforcement by environmental protection departments, some enterprises in Zhuzhou choose to work overtime at night for production, and the operation of environmental protection facilities is in a suspended state, resulting in frequent complaints about environmental protection in Zhuzhou, especially complaints about nighttime odors. However, due to the insufficient number of regulatory personnel, shortage of law enforcement vehicles, and hidden production of regulatory enterprises, it is difficult for Zhuzhou to form high-pressure monitoring of production illegal enterprises, especially those that illegally discharge pollutants at night.

In view of this phenomenon, Hunan Zhuzhou Power Supply Company started the "Electricity Big Data+Environmental Monitoring" project last year, installing 99 sets of intelligent monitoring electricity meters in 88 enterprises in the urban area of the city. It is the first project in Hunan Province to use electricity monitoring systems for environmental management.

In the special operation to investigate and punish illegal enterprises using "power big data", Zhuzhou has issued production suspension notices to three enterprises; Four companies issued penalty documents, with a combined fine of 1.89 million yuan.

It is reported that Zhuzhou City in Hunan Province built the first digital environmental protection system in the province in 2012 and carried out renovation and upgrading. Next, the smart meter monitoring platform will be seamlessly connected with the digital environmental protection system to improve the "Internet plus" monitoring effect. This monitoring method is also planned to be expanded to counties this year. After the wide application of "Internet plus", it can not only monitor enterprise emissions, but also implement online monitoring on construction sites over 100000 square meters to prevent and control building dust and other pollution, and monitor PM2.5, PM10 and other six types of pollution factors around the clock to obtain early warning in a timely manner.

Next, Zhuzhou City in Hunan Province will continue to optimize monitoring software, establish records and cards for key monitoring enterprises, and set up alarm triggering devices based on the normal electricity consumption of their environmental protection facilities. At the same time, for enterprises that have not installed smart monitoring meters, a comprehensive analysis and research of the city's enterprise electricity consumption data will be conducted to identify the electricity consumption characteristics of illegal discharge enterprises, automatically generate a list of environmental law enforcement enterprises, and carry out precise crackdowns.
